How a chapter is chartered
Chapters are where empanelment becomes a community: meetups, drills, mentoring and regional response, run by members rather than by staff.
Governance is earned, not purchased. The right to form a chapter and to stand for election comes from completing the in-person immersion, which is why office bearers are drawn from the membership itself.
Each new chapter elects a chair, a vice chair and a secretary, and begins with a drill so that the chapter starts as an operating unit rather than a mailing list.
